Thomas F. Jewell and Paul S. Bulger both graduated from the University of Maine School of Law. Together they have over 70 years combined experience practicing law in Portland, Maine. 

Jewell & Bulger, P.A. was founded in 2013. Their practice is concentrated on Commercial Real Estate Transactions and associated services for commercial real estate investors including title and closing services, condominium conversions, landlord-tenant law, related business entity formation and 1031 exchange transactions. The firm also provides estate planning and probate administration, and litigation in the Probate Court.

Maine Exchange Services, LLC, a subsidiary of Jewell & Bulger, P.A., provides Qualified Intermediary and Exchange Accommodation Titleholder services to clients engaging in IRC § 1031 exchanges transactions of all types with property replacement in all jurisdictions. 

Attorney Thomas Jewell is a resident of Portland, a co-founder of Portland Trails land trust; formally the Co-Chair of the city if Portland Land Bank Commission; formally a member and chair of the Portland Zoning Board of Appeals; and a member of the Maine State Bar Association.

Attorney Bulger is a resident of Cumberland and has been a board member and officer for the Portland Hockey Trust for over 20 years providing coaching and skating opportunities for youngsters in 3rd, 4th, and 5th grades. He is a founder and board member of Twenty E Street, a condominium-based private group home in South Portland for disabled adults. He is also a member of the Maine State Bar Association.
